For future reference a synopsis of the criteria has been included below. Although elements of the criteria were varied over the years, the core elements remained the same.

To qualify sites needed to: (1) be submitted by site owners or webmasters over the age of 17; (2) be in English or which have an English version not reliant on translation devices; (3) be non commercial; (4) have at least 1/3 written work; (5) have more than 5 pages; (6) be submitted within the program's prescribed timescales; (7) be more than a collection of links; (8) not violate copyright law; (9) contain a privacy statement where personal information was collected; (10) not be involved in the promotion of racism, sexism, pornography, violence, nudity, illegality, hate or use of profanity; (11) have an obvious established page(s) for the display of this award program's award; and (12) not have previously turned down an award offered by this award program.

More Detailed Criteria

Qualifying sites were judged against the following criteria:

CONTENT - 95 points

Should have a clear purpose
Should be detailed
Should be original in subject matter or approach
Should have a balance between quality and quantity
Should not contain junk items
Should have no 'under construction' or 'coming soon' signs
Should be updated regularly

DESIGN - 135 points

Should have a consistent layout throughout
Should have fast loading pages
Should have a tempting entrance
Should have evenly spaced text and graphics
Where used, should have graphics that compliment other material
Should limit the amount of banners, animations and pop-ups
Should have complimentary text and background
Should have no horizontal scrolling
Should not have obtrusive frames
Should have an enabled right click mouse button throughout the site
Should not have sound that cannot be turned off
Should make proper use of language
Should be viewable in the main browsers

NAVIGATION - 105 points

Should take no more than four clicks to access areas from home page
Should have consistent and unambiguous navigation
Should have functioning links
Should have coordinated link colours
Should have good use of up and down links to avoid excessive scrolling
Should not force the use of the back button or a return to the home page/sitemap
Should have a sitemap

INTERACTIVITY - 70 points

Should contain user-friendly, interactive systems
Should provide 'freebies'
Should have a FAQ's section

INNOVATION - 50 points

Should demonstrate the use of some new technology
The new technology should be fully functional
The new technology should enhance the site

VISUAL APPEAL - 10 points

The evaluator(s) like the site
